The Special Services Branch was formed in 1971. It was renamed the Waste Management Branch in 1975. In 1988, the functions of the branch were divided between the Pollution Control Division and the Wastes Assistance Branch.

The Recycling Branch was formed in 1988 in the Wastes and Chemicals Division. It continued within the Department of Environment until 1992.

The Action on Waste Division was formed in 1993 with the mission of achieving a 50 percent reduction in solid waste disposal in landfills by 2000. It promoted waste reduction and recycling strategies, coordinated government waste minimization initiatives, and provided capital funds and technical assistance to municipalities. It also developed industry stewardship programs such as the beverage container recovery system and promoted market development initiatives. It further identified and remediated orphan industrial sites.
