The Conservation and Utilization Committee was established in 1956 under "An Act to Provide for the Conservation and Efficient Use of Land, Forest and Water Resources in the Province of Alberta," (S.A. 1955 second session, chapter 3). The mandate of the Committee was to inform the Lieutenant Governor-in-Council on matters relating to the conservation and utilization of resources in the province, and to make recommendations for effective conservation and efficient use of lands, forests and water resources. The Committee was also to investigate and inquire into conservation and utilization of resources in irrigation areas, marginal and sub-marginal lands, rivers and streams and forestry and game area.

The Department of the Environment Act (S.A. 1971, c. 24, s. 11) became the new enabling legislation for the Committee, and responsibility for the Committee was transferred to transferred to the Ministry of the Environment in 1971.

The Director of Water Resources was transferred to the Ministry of Agriculture in 1934 by Order-in-Council (OC) 1018/34. In 1934, the position was briefly placed in the Ministry of Railways and Telephones (OC 480/34), and in 1948 it was briefly located with the Ministry of Public Works (OC 614/48), but on both occasions it was returned to the Ministry of Agriculture within months.

In 1954, the position was restructured so that the Director was no longer had the status of a deputy minister and became a branch head within the Ministry of Agriculture. The legislation formalizing the change was passed in 1955 (S.A. 1955, c. 38, s. 21).
