McNeill, Edward P.

Edward Peele McNeill was born in Dublin, Ireland in 1864. Emigrating with his family to Uxbridge, Ontario in 1874, he attended the University of Toronto and Osgoode Hall. He served with the Queen's Own Rifles from 1885 to 1889, including a stint as the statistical officer for the Dominion of Canada Rifle Association.

After practicing law in Toronto, he moved to Macleod (known later as Fort Macleod) in 1898 to establish a law firm that became Haultain, Mackenzie and McNeill. He also partnered with lawyer Thomas Martin. In 1901, he married Ellen Lydia (Nellie) Ives of Pincher Creek. In 1913, he was appointed as a judge to the District Court of Alberta in the Judicial District of Macleod, serving until his retirement in 1941. In his role as a District Court judge, he served on the Hillcrest Relief Commission from 1914-1927. He also a member of the local Masonic lodge and the Presbyterian church.

He died in Calgary in 1954. He was survived by his wife Nellie (1876-1957), daughter Margaret (1902-1955), and sons Duncan Ives (1910-1976) and Noel John (1912-2000), eight grandchildren, a brother Ernest, and a sister Mrs. John McKer.

Alberta established Juvenile Courts when it passed the Juvenile Courts Act (SA 1913, Second Session, c. 14, s. 2). Its powers were defined by the federal Juvenile Delinquents Act (SC 1908, 7-8 Edw. VII, c. 40). In 1978, the Juvenile Courts Act was repealed, and its responsibilities were transferred to the Juvenile Division of the Provincial Court of Alberta (SA 1978, c. 70).

Starting in 1982, the Public Affairs Bureau reported to William Payne, Minister without Portfolio. In 1983, Order in Council 503/1983 under the Public Service Act (R.S.A. 1980, c. P–32) designated the Public Affairs Bureau as a department for the purposes of the Public Service Act. Subsequently, the Public Affairs Bureau reported directly to Payne as a Minister without Portfolio (1982-1986), the Minister of Advanced Education (1986-1989) and finally Executive Council (1989-2017). It disbanded in 2017.

The Mines Division was created in 1949 when the Department of Mines and Minerals was created. It had previously been the Mines Branch within the Department of Lands and Mines. The function of the division was to administer the regulations necessary for the operations of coal mines and quarries (The Coal Mines Regulation Act, RSA, 1970, c. 52). In 1971, the Division was transferred to the Energy Resources Conservation Board.

The Commission for the Investigation of Cancer Remedies was established by the Cancer Remedy Act (S.A. 1939, c. 67). The mandate of the Commission was to investigate any substance or method of treatment advertised, held out to be, or used for a remedy for cancer, and to determine the efficiency of such substance or method of treatment. After holding several meetings and public hearings, the Commission did not meet after June 1942. Its enabling legislation was repealed in 1953 (S.A. 1953, c. 14, s. 1).

The New West I.D. Colonization Act created the position of the New West Irrigation District Manager (S.A. 1931, c. 72, s. 3). The role of the Manager was to buy, sell, lease, and develop lands and to extend loans to enable settlers to develop viable farms. Although all loans had been paid and responsibility for the District was turned over to the federal government by 1957, the position was not disbanded until the enabling legislation was repealed by the Irrigation Act (S.A. 1968, c. 49, s. 196).

The Government Liquor Control Act of Alberta created the Alberta Liquor Control Board (S.A. 1924, c. 14, s. 4). The role of the Board was to oversee the sale, possession and delivery of liquor, including the operation of government-owned liquor stores and the issuance of licenses to hotels, bars and clubs. The functions of the Board merged with those of gaming and lotteries in June 1995 to form the Alberta Gaming and Liquor Commission, a process formalized by the Gaming and Liquor Act (S.A. 1996, c. G-0.5).

The passage of the Chattel Securities Registry Act (S.A. 1966, c. 12) created the Central Registry, which consolidated the province's individual registration districts into a single branch of the Department of the Attorney General. In 1976, the Central Registry merged with the Motor Vehicle Registry to form the Personal Property Registry.

The function of the Public Administration was absorbed by the Public Trustee in 1949.

EMMEDIA Gallery and Production Society was founded in Calgary, Alberta in 1979 by a small group of video and media artists. The organization was initially started as Centre Art Video, the video production program of OFF OFF CENTRE, an artist-run centre that eventually became The New Gallery.

In 1983, EMMEDIA was incorporated as a non-profit society, separate from the OFF OFF CENTRE, devoted to the production and exhibition of video and media art. In 1989, EMMEDIA was a founding member of the Alberta Media Arts Alliance Society, an umbrella organization composed of several film, video, and media arts organizations across the province.

EMMEDIA provides equipment, training, and support for the production of media arts in Calgary and beyond. The society offers production and post-prodcution equipment for rental to its members and provides space for exhibitions, workshops, lectures, and installations. EMMEDIA also offers scholarships and production awards to assist in the creation of new media art.

EMMEDIA Gallery and Production Society is overseen by a board of directors and operated by a small staff. There are several member-run committees devoted to specific mandates such as production, programming, and finance.

The Alberta Human Rights Commission was established in 1972 by the Individual's Rights Protection Act (S.A. 1972, c. 2, s. 12), but it did not become operational until January 1, 1974. The Individual’s Rights Protection Amendment Act (S.A. 1996, c. 25) changed the name of the commission to the Alberta Human Rights and Citizenship Commission. It reverted to its original name in 2000 through the Human Rights, Citizenship and Multiculturalism Act (RSA 2000, c. H-14, known since 2009 (S.A. 2009, c. 26) as the Alberta Human Rights Act (RSA 2000, c. A-25.5)).

The Judicial Council was established by the Provincial Courts Amendment Act (S.A. 1975 (2), c. 74, s. 9). The original role of the Council was to consider proposed appointments of judges and report to the Attorney General, receive complaints respecting the lack of competence or misbehaviour of or neglect of duty by judges or the inability of judges to perform their duties, and take any action to investigate complaints that it considers advisable and advise the Attorney General. In 1999, its role in considering proposed judicial appointments was altered, with the Council now forwarding its recommendations for further review by the Provincial Court Nominating Committee.

In 1979, its name was changed to the Alberta Oil Sands Equity Division to reflect possible participation in other oil sands projects. The Division reported to an MLA in addition to the Minister of Energy and Natural Resources. From 1975-1978 an Assistant Deputy Minister oversaw the business unit. After 1978, a Chairman oversaw it. Starting in 1980, the business unit reported directly to the MLA and Minister of Energy and Natural Resources, rather than reporting through a Deputy Minister.
