The Alberta Special Waste Management Corporation was established under the Special Waste Management Corporation Act (S.A. 1982, c. S-21.5), proclaimed in force on April 1, 1984. The Alberta Special Waste Management Corporation was to oversee the planning, development and management of a cost-effective special/hazardous waste management system for Alberta and beyond which would protect public health and safety while enhancing environmental quality. This included planning, development, and operation of the Alberta Special Waste Management System through a joint venture agreement with BOVAR (Bow Valley Resource Services Ltd.). The system included the Alberta Special Waste Treatment Plant in Swan Hills, transfer and collection stations, and recycling of hazardous waste. The corporation was also responsible for marketing, research, and a hazardous waste recycling education program which included the Toxic Round-Up (Schools, Household, Industrial, and Drugs). The Alberta Special Waste Treatment Plant opened in September of 1987. On July 12, 1996, Alberta Special Waste Management Corporation sold its 40 percent interest in the joint venture resulting in BOVAR and its subsidiary, Chem-Security Ltd., taking full control of the System. The Special Waste Management Corporation was dissolved with the proclamation of the Special Waste Management Corporation Act Repeal Act on November 1, 1998 (S.A. 1997, c. 26).
