    Biographical history

    Robert Wagner Dowling was born in Camrose, Alberta in 1924. He served in the Royal Canadian Air Force from 1942-1945. He married Olga Yewchin in 1952, and together they had two children, Lori and Robert. He attended the University of Alberta, graduating with a Bachelor of Science degree in pharmacy. He opened a pharmacy in Sexsmith before moving to Jasper in 1958. He was involved in a variety of community organizations, including the Jasper Chamber of Commerce, the Jasper School Board, local hospital boards, service groups, and youth organizations.

    He was elected as a Progressive Conservative MLA in 1969 fpr the Edson electoral district. He served as Minister without Portfolio in charge of tourism (1971-1973), Minister of Consumer Affairs (1973-1975), and Minister of Business Development and Tourism (1975-1979). He retired from provincial politics at the dissolution of the Legislative Assembly in 1979.

    After leaving office, he served as the Commissioner for the Alberta 75th Anniversary Commission from 1979-1981 and for the Alberta Pavilion at Expo 86 in Vancouver. He and his wife served as Canadian Executive Service Organization (CESO) volunteers from 1986-2004 on projects around the world. He received the Alberta Centennial Medal in 2000 and the University of Alberta Alumni Recognition Award in 2013.

    He died in Jasper, Alberta in 2019.

    The fonds consists of records created and received by Bob Dowling during his career as an MLA as well as Minister Without Portfolio responsible for Tourism, Minister of Consumer Affairs and Minister of Business Development and Tourism. It includes records of his predecessors Raymond Ratzlaff and Fred Peacock as Minister of Industry and Tourism as well as Minister of Industry and Commerce that Dowling received upon taking office.

    The records consist of correspondence files concerning associations, businesses, corporations, other government departments, cabinet, caucus, the legislature, councils, task forces, committees, inter-provincial and federal-provincial relations; general correspondence files; chronological files; subject files concerning such matters as international marketing, tourism, communal property, the Alberta Economic Mission to Japan, requests for loans, the Grande Cache Tourism Study Team, industrial development, consumer affairs and the Summer Student Temporary Employment Program, and requests for cabinet decisions from other government departments.
