    Biographical history

    David John Russell was born in Calgary in 1931. After attending high school in Calgary, he received a bachelors degree in architecture from the University of Manitoba and a masters degree in landscape architecture from Cornell University. He returned to Calgary to work in the city planning department and later for the architecture firm Rule, Wynn, Rule. After an unsuccessful campaign in 1959, he served on Calgary City Council as an alderman from 1960-1961 and from 1963-1967.

    He was elected as a Progressive Conservative MLA in 1967 for the electoral districts of Calgary Victoria Park (1967-1971) and Calgary Elbow (1971-1989). He served as Minister of Municipal Affairs (1971-1975), Minister of the Environment (1975-1979), Minister of Hospitals and Medical Care (1979-1986), Deputy Premier (1985-1989), and Minister of Advanced Education (1986-1989). He retired at the dissolution of the Legislative Assembly in 1989.

    Scope and content

    The fonds consists of the records created and received by David Russell during his tenure as a cabinet minister for various provincial government ministries. The fonds is divided into the following series:

    • Minister of Municipal Affairs, including records of his predecessors Lucien Maynard, Clarence Gerhart, Edgar Hinman, Alfred Hooke, Edgar Gerhart, Harry Strom and Fred Colborne that Russell received upon taking office;

    • Minister of the Environment, including records of his predecessors James Henderson and Bill Yurko that Russell received upon taking office;

    • Minister of Hospitals and Medical Care; and

    • Minister of Advanced Education
