The fonds consists of records created and received by Raymond Speaker during his tenure as a provincial cabinet minister. The records primarily consists of files created while serving as the minister responsible for personnel, including the operations of the Personnel Administration Office. The files include minutes of the Civil Service Joint Council (1923-1971), case files regarding personnel in individual departments, and subject files pertaining to legislation and policy matters. The files include records created by Anders Aalborg, Speaker's predecessor as minister responsible for personnel, that Speaker received upon taking office.

The fonds also includes press releases issued in 1969 by the Ministry of Social Development and photographs of past Ministers of Public Welfare and Ministers of Social Development.
